The cow is indeed seen in India as a universal Mother.
For Hindus, it symbolizes life, she is the one that protects Krishna. In the countryside the cow is considered a member of the family and the birth of a calf is celebrated like a child.
The color dot on the forehead is made to designate the third eye chakra, it's serves to draw attention to the divine power and spiritual enlightenment of the individual.
